The Project 25 Technology Interest Group has published a list of
P25 State-wide Systems.
There are 42 States with recognized P25 State-wide systems
The other 8 States either have no State-wide P25 System or are working to develop or combine P25 systems to achieve State-wide coverage.

These large systems offer their agency users interoperability and secure communications as they cross jurisdictional boundaries and roam throughout the state. Many States have created P25 User ID databases and shared mutual aid P25 Talk Groups to help manage radio operations for Natural Disasters, Emergencies and large Planned Events.
